TEXAS TEACHER RETIREMENT SYSTEM

All personnel employed on a regular basis for at least one-half time of the normal work schedule are members of the Teacher Retirement System of Texas (TRS). Substitutes not receiving TRS service retirement benefits who work at least 90 days a year are also eligible for TRS membership and to purchase a year of creditable service. TRS provides members with an annual statement of their account showing all deposits and the total account balance for the year ending August 31, as well as an estimate of their retirement benefits.

Employees who plan to retire under TRS should notify the Payroll Department and the Human Resources Department as soon as possible.

Kilgore High School offers several Advance Placement courses and administers the appropriate AP exams at the conclusion of those courses. The AP program is just one of College Board’s opportunities for college-bound students to take college-level course work in high school. AP exams historically are administered during the first two weeks of May. KHS offers the following AP level courses: English 3, US History and Studio Art. Home-schooled students need to notify the AP coordinator at KHS by March 15 to arrange testing in any of these subjects, all of which are junior and senior level courses.

Local Programs and Services for Homeless Students

It is estimated that over 125,000 school-age children in Texas experience homelessness during the course of a year. The Texas Homeless Education Office is committed to ensuring that all Texas children in homeless situations have the opportunity to enroll in, attend, and succeed in school.

In its efforts to accomplish this goal, the office provides a variety of services to school districts, education service centers, students, parents, caregivers, service providers, shelters, state agencies, advocates, higher education institutions, and other interested parties.

Texas Homeless Education Website

Children who are homeless will be provided flexibility regarding certain district provisions, including:

Proof of residency requirements;
Immunization requirements;
Educational program placement, if the student is unable to provide previous academic records, or misses an application deadline during a period of homelessness;
Credit-by-examination opportunities; The award of partial credit (awarding credit proportionately when a student passes only one semester of a two-semester course);Eligibility requirements for participation in extracurricular activities; and
Graduation requirements.

If a student in grade 11 or 12 is homeless and transfers to another school district but does not meet the graduation requirements of the receiving district, the student can request to receive a diploma from the previous district if he or she meets the criteria to graduate from the previous district. Federal law also allows a homeless student to remain enrolled in what is called the “school of origin” or to enroll in a new school in the attendance area where the student is currently residing. A student or parent who is dissatisfied by the district’s eligibility, school selection, or enrollment decision may appeal through policy FNG(LOCAL). The district will expedite local timelines, when possible, for prompt dispute resolution.

Refusal of Entry or Ejection from District Property

Any administrator, School Resource Officer, or school peace officer can refuse to allow, or may reject any person from property under the district’s control.

If the person refuses to leave peacefully and either:

Poses a substantial risk of harm to any person, or
Behaves in a manner that is inappropriate for a school setting.

Process:

A verbal warning is issued that the behavior is inappropriate and may result in refusal of entry, or ejection.
If the person persists after the warning, the person may be refused entry or ejected.

District/Campus Responsibilities:

Keep a record of each verbal warning that includes the person’s name and date
At the time of refusal or ejection, the district will provide written information explaining the appeal process
The term of the refusal cannot exceed two years
If this happens to the parent of a student, the school must accommodate the parent so that they can participate in ARD or 504 meetings.
There must be a notice about this, including the appeal process, posted on the district’s website and the website of each campus.
