Kilgore ISD School Health Advisory Council

What is a SHAC?


Texas law (Texas Education Code, Title2, Chapter 28, 28.004) requires the establishment of a SHAC for every school district.  A SHAC is a school district created advisory group, consisting of members from different areas of the community and school district.  The job of the SHAC is to make sure that the school district’s health programs reflect local community values.


Mission Statement


The Kilgore ISD SHAC committee will advocate for and support the community, staff, and students in making good decisions to self manage their physical, social, and emotional health needs.


Vision Statement  


The vision of the KIlgore ISD SHAC is to provide the necessary tools to help all students and staff reach their full physical, social, and emotional potential that will influence them for the rest of their lives.



 

Kilgore ISD SHAC Committee Bylaws


Membership


Membership shall range between 10-20 members consisting of, but not limited to parents, volunteers from the community, healthcare professionals, teachers, counselors, law enforcement, etc.  The majority of the committee members will be made up of individuals that are not employed by the school district.


Terms of Membership


Committee members will be asked to serve a two year term.  


Any member that is unable or unwilling to serve a second year must submit a formal resignation in writing to the committee chair or co-chairs.



Officers


A co-chair appointed by the superintendent or their designee and a parent co-chair elected by the committee will lead the Kilgore ISD SHAC. 


Officers of the SHAC committee will designate individuals to keep all records of the SHAC activities, take and record minutes, prepare agendas, and send notices of meetings to the membership.


Meetings and Notifications


The SHAC committee will meet a minimum of 4 times per year. (Meetings will be held quarterly if possible)   Additional meetings can be called if the committee feels they are necessary.  Members of the Kilgore ISD SHAC will be notified of each scheduled meeting via email, no later than 2 weeks prior to the meeting date.  Reminder emails will be sent out at least one week prior to the meetings and the day before the meeting date. 


Sub-Committees


Subcommittees may be elected as needed to address school health categories that may include by are not limited to:


  • Physical Education and physical activity
  • Nutritional environment and nutrition services
  • School Health Services
  • Counseling, psychological and social services
  • Physical environment and safety policies
  • Employee wellness
  • Alcohol and substance abuse awareness and resources
  • Family Engagement and community involvement
  • Health education


Amending Bylaws


Kilgore ISD SHAC bylaws will be reviewed annually and can be amended as needed during any regular committee meeting.  Amendments to bylaws or any other committee action requiring a vote can only take place if a quorum of committee members are present and must pass by a

 ⅔ ‘s majority vote.

Report to the Board of Trustees


Kilgore ISD SHAC will provide a yearly written report to the Board of Trustees before the end of the 4th quarter each school year.


SHAC Committee will consult with the superintendent and/or his designee in advance of submitting issues, concerns, reports and recommendations to the Board of Trustees.
