Facility Study Synopsis
The survey of the existing
facilities has identified needs for facility improvements at the
Kilgore Independent School District. Issues impacting facilities
include:
I.
Enrollment
Kilgore ISD has experienced a little more than 1% growth since the
2003 study. The growth patterns as projected are overall at the 1%
level; however a larger amount of growth has occurred at the Head
start-5th grade levels while the 6-12 levels have shown
decline over the past 7 years. With this pattern of growth KISD has
continued to increase the number of portable buildings within the
district to house new programs that require new space and completed
an addition at Kilgore High School to address state mandated
graduation requirements.
II.
Capacity of Campuses
The study will note that practically every available academic space
in the district is now being utilized. No campus (with the exception
of Kilgore High School, due to recent construction) has any surplus
space for planned growth. Spaces not designed for academic use are
being utilized because no other space is available. Some campus core
facilities are undersized for current enrollment.
III.
Age of Existing Facilities
Kilgore Heights- (74 years old) built 1936; Cafeteria remodel
approx. 1990; Addition of Head Start building 2002
Chandler-(50 Years old) Built 1960’s; numerous expansions;
Cafeteria remodel 2008
Kilgore Intermediate School-(16
Years old- newest campus) Built 1994
Maude Laird Middle School-
(34 years old) built in 1977, remodeled in 90’s
Kilgore High School-
(70+ years old) Built in 1930’s. Major renovations in 1995, major
addition in 2008.
All campuses have been maintained through renovation of roofs, air
conditioner units, restrooms and general maintenance needs. Program
requirements have evolved over the years prompting space adaption.
Campus configurations have become fragmented due to additions over
the years and have created campuses that are not conducive to
learning. Current roof, HVAC, and general maintenance programs are
in place for all campuses. There are many electrical upgrade issues
that need to be addressed due to increased use of technology.
IV.
Space Utilization
All space in the district is currently being utilized. There are
some new classrooms available at the high school, which were built
for future growth in the 2008 construction. In addition 13 portable
classrooms at the middle school and 2 at Heights are currently being
used. Spaces that were not designed, or are ill designed, for
teaching are being used because of limited availability of space.
V.
Legislative Issues
1.
TEA adopted school facilities standards in 1992. These standards
prescribe minimum space allotments for different facility functions
and age levels.
2.
The American with Disabilities Act (ADA) and the Texas Accessibility
Standards (TAS) deal with handicap access issues. Many of the older
campuses fall under the grandfather clause and we have not been
required to make adjustments. Renovations however, could trigger
requirements for additional ADA and TAS requirements.
3.
ASHRAE- 1989-62 prescribes minimum fresh air requirements.
Renovations could trigger additional requirements.
4.
City building codes, fire codes and other related issues will be
triggered by renovations.
